Japan has a formal concept — kaihō tokkyo (開放特許) — for patents whose holders are actively seeking licensees. The word "open" does not mean free: a license agreement is still required, and royalties are typically negotiated. But the holder has explicitly flagged these patents as available, removing the cold-outreach barrier that makes most IP licensing conversations slow and uncomfortable.
The Industrial Property Information and Training Institute (INPIT), a Japanese government agency, maintains a public database of kaihō tokkyo registered by Japanese companies, universities, and individual inventors. It is the closest thing Japan has to a public patent marketplace — and it is almost entirely in Japanese.

The Kawasaki Model (川崎モデル) emerged from Kawasaki City's industrial district in Kanagawa Prefecture — historically home to manufacturing divisions of Fujitsu, Toshiba, and NEC. As these divisions restructured, city government and the local industry association built a structured intermediation program: corporate IP holders submit patent lists, regional SMEs submit technology needs, and human brokers facilitate introductions.
The model works because it solves a trust problem. Japanese corporate patent holders are cautious about whom they license to — they don't want technology appearing in competitor products or in low-quality goods that damage their brand. A regional intermediary with reputational skin in the game provides the trust layer that cold outreach cannot.

From Discovery to License: A Practical Process
Identify candidate patents in your technology area

Verify scope and remaining life

A restructured corporate division has high motivation to license quickly. A university TLO has institutional pressure to commercialize. An active company protecting core technology may be more restrictive. Tailor your opening proposal to the licensor's likely priority: royalty income, brand alignment, geographic market, or ESG impact.
Make initial contact — in Japanese if possible
Send a brief, specific inquiry: which patent, your company background, intended use, and proposed license scope (exclusive, non-exclusive, field of use, territory). A Japanese introduction letter — even Google-translated with professional polish — signals seriousness. University TLOs often respond better to English than corporate IP departments.
Conduct FTO before signing
